Mandates water testing for private wells must be conducted by laboratories certified by the federal Environmental Protection Agency and comply with primary and secondary drinking water quality standards.

Requires sellers with private wells to provide copies of water testing reports to the Department of Health and Social Services and the Department of Natural Resources and Environmental Control.

Directs the Real Estate Commission to develop a compliance form documenting the seller's water testing disclosures and the buyer's acknowledgment, including property address, signatures, and date signed.
