Consolidates fire company and fire department funding distributions from two annual payments to one payment, with the Insurance Commissioner reporting to the State Treasurer by May 15 each year instead of April 1 and September 15.

Restructures how the 3¾% of insurance premiums is allocated to fire companies or departments by requiring equal distribution among fire companies or departments within each county (New Castle outside Wilmington, Kent, and Sussex), while allocating Wilmington premiums directly to the City's Firemen's Pension Fund.

Defines "City of Wilmington" as comprising zip codes 19801, 19802, 19805, and 19806 for purposes of premium allocation and funding calculations.

Requires the Delaware Volunteer Firefighter's Association to submit annual reports detailing member fire company and department locations, apparatus, and equipment to both the Insurance Commissioner and the State Fire Prevention Commission.

Changes State Insurance Coverage Office funding from section 705(f) to 705(g), allocating 0.08% of insurance premiums to support required premium payments under § 6707B, effective January 1, 2025.
