Amends § 4903 of Title 29 of the Delaware Code to grant the Office of Highway Safety authority to solicit and receive donations and other funds from individuals and organizations.

Authorizes the Office of Highway Safety to accept subscriptions, donations, and funds specifically for implementing highway safety programs and projects.

Designates that solicited funds must support the Office's mission of reducing traffic fatalities and injuries in Delaware.

Maintains existing powers, duties, and functions of the Office of Highway Safety as established under the Highway Safety Act of 1966 and prior executive orders.
