Adds "fertility treatment" to the definition of "reproductive health services" in Delaware law, including in vitro fertilization, intrauterine insemination, ovulation induction, embryo biopsy, cryopreservation of eggs/sperm/embryos, and related procedures.

Extends legal protections to fertility treatment providers that previously applied only to abortion and contraception providers, preventing out-of-state civil lawsuits against providers offering legal fertility services in Delaware.

Prohibits Delaware courts from applying laws from other states that authorize civil actions against individuals providing fertility treatment and prohibits enforcement of out-of-state subpoenas related to such cases.

Prevents Delaware from issuing summons for criminal prosecution under another state's laws unless the conduct would also constitute a crime under Delaware law.

Protects healthcare providers from professional discipline and insurance company adverse actions for providing fertility treatment services that are lawful in Delaware.
