Amends § 5210 of Title 29 to codify existing spousal coordination of benefits policies for the state group health insurance program, requiring coordination when a spouse is eligible for health care coverage through their own employer (effective January 1, 1993).

Extends spousal coordination of benefits to retired spouses collecting retirement benefits through their own employment and eligible for retiree health care coverage (effective July 1, 2011).

Establishes a new pensioner coordination of benefits policy effective July 1, 2027, for eligible pensioners first employed on or after January 1, 2015, who are eligible for employer health care coverage outside the state plan.

Requires the new pensioner coordination of benefits policy to be comparable to the existing spousal coordination of benefits policy under the same statute.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
