Adds definition of "first employed" as the date when an eligible pensioner was first employed as a regular officer or employee of the State.

Requires the State to offer eligible pensioners first employed before January 1, 2025, a health plan comparable to the current Special Medicfill Medicare Supplement plan.

Allows the State to offer different non-high-deductible Medicare supplement plans to eligible pensioners first employed on or after January 1, 2025.

Implements a recommendation from the December 31, 2023, Report of the Retiree Healthcare Benefits Advisory Subcommittee regarding state retiree healthcare benefits.

Makes technical corrections to align state health care insurance law with Delaware Legislative Drafting Manual standards.
