Expands the definition of "Disadvantaged Business Enterprise" to include businesses certified by the Delaware Office of Supplier Diversity as minority, women, veteran, service-disabled veteran, or disability-owned businesses, as well as those certified by the Delaware Department of Transportation.

Requires public works projects valued in excess of $30,000,000 to include Disadvantaged Business Enterprise participation as a scoring criterion (10-30% weight) when contracting agencies elect to award contracts based on best value.

Maintains existing best value evaluation criteria with price weighted at 70-90%, schedule at 10-20%, and performance at 10-20%.

Makes technical corrections to conform statutory language to Delaware Legislative Drafting Manual standards regarding bid specifications and contract award procedures.

Codifies practices from a successful 2023 pilot program that included Community Workforce Agreements in large public works projects.
