Extends smoking prohibitions to marijuana by adding marijuana smoke and emissions from marijuana-containing electronic smoking devices to all locations where tobacco smoking is already prohibited.

Repeals the exception for "vapor establishments" that previously allowed indoor use of electronic smoking devices, effective January 1, 2025.

Clarifies and updates definitions in the Clean Indoor Air Act, including defining "smoking" to encompass both burning tobacco and using electronic smoking devices, and removing obsolete definitions for "tobacco business" and "work area."

Adds bars, taprooms, taverns, and other indoor venues licensed under Title 4 Chapter 5 to the list of locations where smoking is prohibited.

Authorizes the Department of Health and Social Services and Department of Labor to investigate and assess administrative penalties for violations related to marijuana smoking, with same enforcement mechanisms as tobacco violations.
