Repeals the court security assessment fee of up to $10 imposed on initial civil filings and criminal, traffic, or delinquency charges with convictions (§ 8505, Title 10).

Eliminates the $1.00 videophone penalty assessment charged to criminal defendants and adjudicated delinquent children to fund videophone systems used by state and local criminal justice agencies (§ 4101, Title 11).

Repeals the victims' rights fund penalty assessment of 40% (not to exceed $20) imposed on fines for violations of seatbelt and occupant protection laws (§ 4802, Title 21).

Discharges all outstanding balances owed on these three repealed fees 30 days after the Act's effective date.

Court security fee repeal takes effect upon notice that $3,180,100 in General Fund appropriations replaced the special funds revenue; videophone and victims' rights fee repeals take effect immediately.
