Establishes mandatory investigation timelines for Adult Protective Services after receiving abuse, neglect, or exploitation reports: within 1 business day for physical abuse, sexual abuse, or self-neglect; within 3 business days for emotional abuse or neglect; and within 5 business days for exploitation allegations

Expands mandatory reporting requirements to explicitly include health-care professionals and clarifies that professional privilege does not exempt individuals from the duty to report suspected abuse or neglect of impaired or incapacitated adults

Removes the separate Adult Protective Services Advisory Council from statute, with its functions to be absorbed into the existing Council on Services for Aging and Adults with Physical Disabilities

Adds definitions for "sexual abuse" and "self-neglect" to the Adult Protective Services statute, and updates terminology throughout to replace outdated language with standardized terms

Requires the Department of Health and Social Services to conduct ongoing staff training programs and continuously publicize the 24-hour reporting hotlines for both mandatory reporters and the general public
