Renames the "Certificate of Public Review" process to the nationally-recognized "certificate of need" and updates related terminology throughout Chapter 93 of Title 16.

Restructures the Delaware Health Resources Board into an advisory board that provides recommendations to the Delaware Health Care Commission's Executive Director, who now makes final decisions on certificate of need applications.

Replaces the Health Resources Management Plan with a biennial statewide health-care facility utilization study and codifies review considerations for certificate of need applications, including value-based care and coordination requirements.

Updates the monetary threshold for certificate of need requirements from $5.8 million to $8 million with annual inflation adjustments, adjusting for the first time since 2007.

Reduces the Advisory Board from 15 members to 10 members (7 voting members appointed by the Governor and 3 ex officio nonvoting members), and removes references to the defunct Bureau of Health Planning and Resources Management.
