Replaces the 250% Medicare reference pricing cap with a new formula limiting hospital rate increases to the greater of 2% or Core CPI plus 1% over the previous year's rates for calendar years 2025 and 2026.

Adds definition of "Core CPI" as defined in § 2503 of Title 18 to the Delaware Code definitions section.

Applies the new pricing limits to charges made by hospitals to all payers, purchasers, insurers, and public programs, with exceptions as provided in subsection (c).

Takes effect 1 day after House Substitute No. 2 for House Bill No. 350 of the 152nd General Assembly is enacted, or upon enactment of this bill, whichever is later.

Sunsets Section 2 of this Act on January 1, 2027, unless extended by subsequent legislation.
