Reduces voter residency requirement from 6 months to 30 days for Town of Delmar municipal elections for persons 18 years or older.

Establishes adoption of Delaware's State Voter Registration System (Title 15 Delaware Code) as the source for the Town's registered voter list, while reserving the right to deny voters who have moved, no longer own property in town, or are otherwise disqualified.

Increases the maximum aggregate amount of bonds or obligations the Town Council may authorize via resolution from $1,000,000 to $10,000,000 without meeting additional statutory requirements.

Allows Town Council to issue bonds up to the new $10,000,000 limit by simple majority resolution approval, bypassing standard bond issuance procedures for proper municipal purposes.
