DE HB40

Creates a Grants-In-Aid Committee composed of 3 Senate members appointed by the President Pro Tempore and 3 House members appointed by the Speaker of the House, with no more than 2 members from the same political party in either chamber.

Establishes alternating annual leadership between Senate and House, with a Senator serving as Chairperson during odd-numbered years and a Representative during even-numbered years.

Charges the Committee with reviewing applicant performance, financial stability, financial controls, audits, and efficiency, and requiring itemized disclosure of state revenues, grants received, and donation summaries.

Authorizes the Committee to request additional financial documents it deems relevant to applicant review.

Provides staffing through the Controller General's Office and compensates Committee members at the rate of the Joint Legislative Oversight and Sunset Committee, effective August 1, 2023.
