Removes the requirement that a juvenile's second or subsequent referral to the Juvenile Offender Civil Citation Program must be for a different offense than a prior referral.

Allows juveniles to be referred to the program multiple times for the same offense if they meet other qualification requirements.

Maintains existing eligibility requirements: juveniles must have no prior adjudication of delinquency and no prior program referral unless more than 1 year has elapsed since the first referral.

Makes technical changes to comply with Delaware Legislative Drafting Manual standards.
