Replaces the term "Specialized vehicle" with "Unique vehicle" and redefines it as a vehicle not manufactured to meet all Federal Motor Vehicle Safety Standards (FMVSS) or that does not meet DNREC emissions inspection requirements, including vehicles over 25 years old or not originally manufactured for U.S. import.

Requires Unique vehicles to be modified to meet all FMVSS safety, equipment, and DNREC emissions requirements before the Division of Motor Vehicles may title and register them for road operation.

Establishes that Unique vehicles must pass an initial inspection (not annual) and are exempt from annual inspection thereafter; exempts from annual inspection includes Unique unregistered vehicles titled for proof of ownership only.

Creates two titling categories: registered Unique vehicles (modified to meet all standards) and unregistered Unique vehicle titles (for vehicles not meeting standards) that may only be used for club activities, exhibits, tours, and parades with required insurance.

Requires owners of registered Unique vehicles to display a blue and gold identification plate for a onetime $50 fee; Unique status is forfeited upon ownership transfer and new owners must reapply and meet current standards.
