Establishes the Delaware Digital Right to Repair Act requiring original equipment manufacturers to make parts, documentation, tools, and software updates available to independent repair providers and equipment owners on fair and reasonable terms.

Defines "fair and reasonable terms" as costs and delivery conditions equivalent to those offered to authorized repair providers, with documentation available at no charge except for reasonable printing and shipping costs.

Allows manufacturers to withhold trade secrets but requires disclosure of information necessary to provide repair documentation, parts, and tools, including security lock reset information when equipment contains electronic security features.

Excludes off-road equipment including farm tractors, construction equipment, outdoor power equipment, and recreational vehicles from the act's requirements.

Takes effect January 1, 2024, and applies to equipment sold or in use on or after the effective date; violations are enforceable as unlawful practices under Delaware consumer protection law.
