Establishes the Legislative Hall Art and History Advisory Commission to advise and make recommendations to Legislative Council on acquiring art, monuments, and historical exhibits for display in or around Legislative Hall.

Commission membership consists of 6 appointed residents with art or Delaware history expertise (2 each appointed by Governor, House Speaker, and Senate President Pro Tempore) plus 10 ex-officio members from various state agencies and cultural institutions.

Recommended art and exhibits must engage individuals to reflect Delaware's diverse history and cultures, participate in the state's artistic or political life, understand Delaware government, or appreciate the state's landscapes.

Secretary of Senate serves as Chair in odd-numbered years and Vice-Chair in even-numbered years, while Chief Clerk of House serves as Chair in even-numbered years and Vice-Chair in odd-numbered years.

Requires Commission meetings to be open to the public and allows Legislative Council to accept donations and place approved exhibits throughout Legislative Hall and its grounds.
