Expands statewide arrest authority for police officers to include off-duty officers, provided they are operating a police vehicle equipped with emergency lights and a siren

Adds three traffic violations to offenses for which police officers have statewide arrest powers: reckless driving, aggressive driving, and overtaking/passing a stopped school bus (in addition to existing DUI authority)

Requires officers making arrests outside their jurisdiction to notify the primary jurisdictional police agency as soon as practicable, including vehicle registration, description, and occupant count for traffic-related arrests

Allows both on-duty and off-duty officers to execute arrest warrants anywhere in the state for offenses committed within their employing agency's jurisdiction
