Increases the gross vehicle weight rating (GVWR) limit for low-speed vehicles from less than 2,500 pounds to 3,000 pounds or less.

Maintains the definition of low-speed vehicles as 4-wheeled motor vehicles with speeds attainable between 20-25 miles per hour on paved level surfaces.

Preserves existing operational restrictions limiting low-speed vehicles to roads with posted speed limits of 35 miles per hour or less, with permission to cross higher-speed highways at intersections.

Retains exemption from Delaware safety inspections while requiring owner certification of equipment condition upon registration and renewal, with a $15 fee for offsite vehicle identification number verification.

Keeps all other requirements unchanged, including valid driver's license requirement, insurance requirements, standard registration fees, dealer licensing, and penalty provisions for violations.
