Requires the Department of Services for Children, Youth, and Their Families (DSCYF) to provide new luggage to children in foster care when entering custody, moving between placements, or exiting care.

Defines "new luggage" as a suitcase, duffel bag, backpack, or similar container that has not been previously used, explicitly excluding disposable bags and trash bags.

DSCYF must establish and maintain a supply of new luggage, consider each child's age, mobility, and preferences when distributing, and may accept donations to support the program.

Prohibits DSCYF from using or requiring children to use disposable or trash bags to transport personal items while in custody.

Requires DSCYF to submit an annual report by December 1 to the Governor, legislature, and Division of Research detailing the luggage supply and inventory management procedures.
