Consolidates marijuana regulatory authority by transferring the Office of Medical Marijuana from the Department of Health and Social Services to the Office of the Marijuana Commissioner within the Department of Safety and Homeland Security.

Transfers all Office of Medical Marijuana employees, contracts, assets, and liabilities to the Marijuana Commissioner's office effective 180 days after enactment, with employees maintaining current salaries, seniority, and benefits.

Makes the Marijuana Commissioner responsible for administering the Delaware Medical Marijuana Act, including registration of qualifying patients and designated caregivers, certification of compassion centers and safety compliance facilities, and issuance of registry identification cards.

Updates all references throughout the Delaware Medical Marijuana Act from "Department" to "Commissioner" to reflect the new regulatory structure and authority.

Allows existing Department of Health and Social Services medical marijuana regulations to remain in effect under the Marijuana Commissioner until new regulations are issued.
