Transfers procurement authority and responsibilities from the Director of the Office of Management and Budget to the Section Director of Government Support Services within the Office of Management and Budget.

Requires all state agencies to post bid solicitations, other solicitations, and awarded contracts on an electronic procurement advertising system designated by the Section rather than in county newspapers.

Authorizes the Section to lead mandatory cooperative purchasing agreements and allows agencies to use separate bidding platforms if information is readily shared with the statewide portal managed by the Section.

Adds new procedures to Professional Services procurement (Subchapter VI) including proposal opening requirements, vendor eligibility processes, solicitation procedures, and contract award provisions, aligning them with procedures used in other procurement subchapters.

Creates new sections establishing performance bond requirements, audit rights for contractor records, and maximum practicable competition standards for all state procurement contracts.
