Allows unaffiliated voters registered with no party affiliation to vote in any political party's primary election.

Removes the word "only" from § 3110(a) to permit unaffiliated voters to participate in primaries alongside party-affiliated voters.

Specifies that unaffiliated voters who vote in a primary will not automatically become affiliated with that party; their voting preference becomes public record.

Maintains the restriction that voters already affiliated with a political party cannot crossover to vote in another party's primary election.

Applies to approximately 170,000 registered Delaware voters currently unaffiliated with any political party.
