• Expands DIMER's partnership from Jefferson Medical College alone to include Sidney Kimmel Medical College of Thomas Jefferson University (SKMC) and Philadelphia College of Osteopathic Medicine (PCOM), with SKMC admitting a minimum of 20 Delaware residents annually and PCOM admitting a minimum of 10 Delaware residents annually.

• Restructures the DIMER Board from 17 to 19 members appointed by the Governor, with representation from healthcare systems, universities, medical associations, and other health-related organizations, while maintaining a standing Committee on Rural Health.

• Places DIMER administration under the Delaware Health Care Commission rather than as an independent entity.

• Requires Board members to receive annual training on diversity in healthcare and its role in reducing health disparities and improving care access.

• Updates the Board Chair selection process from appointment by the Health Care Commission Chair to election by the Board, with a 3-year term limit of no more than 3 consecutive terms, and establishes a Vice Chair position under the same terms.
