Establishes a bipartisan redistricting protocol requiring House and Senate Majority and Minority Caucuses to each form 3-member redistricting committees by January 30 of years ending in 1.

Implements an alternating "freeze and redraw" process where committees take turns locking district boundaries and redrawing remaining districts within 5-business-day intervals, with all maps posted publicly during the process.

Requires completion of preliminary redistricting plan by August 1 with four public hearings (one in each county and Wilmington), followed by General Assembly approval by September 1 without amendments.

Creates a judicial backup panel (Chancellor and 3 Superior Court judges) to redraw districts by November 1 if the General Assembly fails to approve a plan or if a plan is ruled unconstitutional.

Mandates equal funding and resources for all four caucus redistricting committees, public access to redistricting data and software, and detailed reporting on population, racial demographics, and voter registration for each district.
