Creates a 20-member Affordable Housing Production Task Force to investigate and recommend ways for state and local governments to increase production of affordable rental and owned housing in Delaware.

Task Force composition includes legislative members (appointed by Senate President Pro Tempore and House Speaker), state agency directors, county planning experts, industry representatives, and citizens with housing advocacy or lived experience of housing insecurity.

Establishes five mandatory subcommittees (Regulatory and Permitting, Finance and Development, Construction, Manufactured Housing, and Community Focus Groups) to review specific barriers and solutions to affordable housing production.

Task Force must deliver final report to General Assembly and Governor by March 1, 2025, with specific recommendations identifying whether implementation should be by state government, local government, or private sector, and what legislative, regulatory, or funding changes may be needed.

Task Force expires upon submission of final report unless continued by subsequent legislative action; first meeting must occur within 60 days of enactment.
