Delaware State Housing Authority (DSHA) must establish and administer Low Barrier Navigation Centers (LBNCs) to assist homeless individuals and families

LBNCs are defined as non-congregate, interim housing facilities that provide privacy, sleeping quarters, sanitation, and support services including case management, health services, employment assistance, and help securing permanent housing

Minimal barriers to entry must allow partners (at non-population-specific sites), pets, storage of possessions, and privacy such as partitions or private rooms

DSHA may use third-party providers and funding from the General Assembly, local/federal agencies, nonprofits, and private sources to implement the program

DSHA must submit an annual report by January 1 to the Governor and General Assembly detailing operating LBNCs, individuals served, funds spent, and the number of people who transitioned to permanent housing
