Prohibits government entities from seeking, obtaining, or using reverse-keyword court orders that identify unnamed persons who searched for specific words, phrases, or websites.

Bans reverse-keyword requests made without court orders, including voluntary compliance requests and purchases of such information from technology companies.

Requires government entities to notify individuals whose information was obtained in violation of the act and provides a private right of action for damages of at least $1,000 per violation or actual damages, whichever is greater.

Suppresses any evidence obtained through violations of the act and prevents enforcement of reverse-keyword court orders issued by Delaware or other jurisdictions within the state.

Bars government entities from seeking assistance from federal or other state agencies to obtain information that would be prohibited under this act.
