Removes the requirement that Kent County establish a Farmland Preservation Advisory Board, limiting the requirement to New Castle County and Sussex County only.

Changes language in § 902 to specify that Advisory Boards are established only for New Castle County and Sussex County rather than each county.

Amends § 904 to require consultation with Planning and Zoning Commissions of each county when adopting the statewide agricultural lands preservation strategy.

Updates § 906 to clarify that only the legislative bodies of New Castle County and Sussex County must establish Farmland Preservation Advisory Boards.

Makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual, including replacing "shall be" with "is" and updating terminology related to agribusiness individuals.
