DSHA shall establish and maintain a public registry of all Delaware rental units by September 1, 2028, with landlords and property managers required to submit information for inclusion.

Registry shall be searchable by landlord name, property manager name, property address, rental unit address, construction date, and lease term.

For rental units constructed before January 1, 1978, registry must include whether a lead-based paint inspection or risk assessment has been completed, the results of any such assessment, and any remediation efforts undertaken.

Property owners must update lead-based paint inspection or risk assessment results in the registry within 30 days of receiving those results.

Lead-based paint inspections or risk assessments must be conducted by contractors qualified under the Delaware State Lead-Based Paint Program under Title 16, Chapter 26.
