Increases the Adult Correction Healthcare Review Committee voting membership from 8 to 9 members by adding a Delaware licensed psychiatrist as a required position.

Removes the requirement that the psychiatrist position be filled by either a psychiatrist or forensic psychologist, creating separate dedicated positions for each profession.

Committee maintains its advisory role to the Governor, General Assembly, and Department of Correction Commissioner on inmate healthcare services, inmate deaths, health-care contracts, and healthcare statistics.

Committee retains authority to review medical records and autopsies of deceased inmates, monitor healthcare quality, receive monthly health and grievance reports, and access protected health information notwithstanding other statutes.

For 2021 and 2022, the House and Senate Corrections Committee Chairpersons serve as voting members but cannot designate replacements or vote by proxy.
