• Creates enforcement mechanisms through the State Human and Civil Rights Commission and Division of Human Relations to investigate complaints, attempt conciliation, and refer cases to the Department of Justice.

• Allows civil penalties ranging from $1,000-$15,000 per violation depending on respondent's prior violations, plus actual damages, attorneys' fees, and injunctive relief.

• Establishes a Special Administration Fund within the State Treasury to collect and manage civil penalties and litigation costs from enforcement actions under the new chapter.
