Requires all group, blanket, and individual health insurance policies in Delaware to cover diagnostic breast examinations and supplemental breast screening examinations, including breast MRI, breast ultrasound, and mammograms

Mandates that cost-sharing requirements (deductibles, copayments, coinsurance) for these breast examinations be no less favorable than those for standard screening mammography

Applies coverage requirements to the state employee health plan (Title 29) and Medicaid carriers (Title 31) in addition to private insurers

Exempts high deductible health plans, catastrophic health plans, and limited benefit policies (such as Medicare supplement and long-term care) from the requirements if compliance would disqualify them under federal law

Takes effect 60 days after enactment and applies to policies issued, renewed, or modified after December 31, 2024
