Eliminates the death penalty in Delaware by removing it as a sentencing option for first-degree murder convictions.

Changes the sole punishment for adult offenders convicted of first-degree murder to life imprisonment without benefit of probation, parole, or any other reduction.

Removes all procedures related to death penalty hearings, jury instructions on aggravating and mitigating circumstances for capital cases, and Delaware Supreme Court automatic review of death sentences.

Modifies § 4322 to clarify that subpoena time requirements do not apply to criminal proceedings where the death penalty is sought (maintaining exception for future reference despite penalty elimination).

Adds provision allowing victims to apply for reimbursement when death penalty is imposed under § 4209, though this provision becomes moot once the bill takes effect.
