Raises public bidding thresholds for county procurement of goods, services, and public works to match the State of Delaware's Contracting and Purchasing Advisory Council thresholds or state law requirements, replacing the fixed $50,000 threshold.

Removes Kent County's exemption from bidding requirements in § 314, making all counties subject to the same bidding procedures.

Grants Sussex County the same authority as Kent County and New Castle County to contract for engineering, legal, and other professional services requiring special skills without competitive bidding or requiring the lowest bidder.

Grants Sussex County the same power as Kent County and New Castle County regarding sole source procurement, emergency needs, contract performance, and multiple source contracting under Chapter 69 of Title 29.

Aligns Sussex County's Financial Officer procurement procedures with the bidding threshold and competitive bidding requirements established in § 314.
