Concurs in a constitutional amendment initially proposed in the 151st General Assembly (Chapter 362, Volume 83 of Delaware Laws) requiring legislators to continuously reside in their districts throughout their term of office.

Adds new subsections to § 3, Article II of the Delaware Constitution establishing that senators and representatives must continuously reside in their district or be deemed to have resigned.

Provides exception for sitting legislators affected by redistricting who need to change residence to remain within newly established district lines to continue representing their district.

Provides exception for senators and representatives unable to maintain district residency due to unanticipated and uncontrollable events.

Requires a two-thirds vote in both houses of the General Assembly for passage, consistent with Article XVI of the Delaware Constitution for constitutional amendments.
