Requires automotive recyclers purchasing or selling catalytic converters to comply with Chapter 23 of Title 24 instead of standard auto recycler licensing requirements under Chapter 75 of Title 21.

Mandates scrap metal processors collect and record additional information when purchasing catalytic converters, including business license number, seller identification, vehicle identification number, signed ownership statement, photocopy of ID, and digital photographs or video of seller and converter.

Establishes a 48-hour holding period (excluding holidays and weekends) for catalytic converters purchased by authorized individuals, during which converters must remain intact and properly identified.

Restricts catalytic converter sales to licensed scrap metal processors, automotive recyclers, or their agents/employees; prohibits cash payments and requires payment by check; requires transactions occur between 6:00 a.m. and 9:00 p.m. at a fixed business address.

Prohibits individuals under 18 from selling catalytic converters, even when accompanied by a parent or guardian, and prohibits providing false or fraudulent information in catalytic converter transactions.
