Establishes a Clean Construction Preferences Committee consisting of covered agency heads and a representative from public school districts to develop sustainability guidelines for public works projects.

Requires the Committee to develop and publish clean construction preferences by January 1, 2025, allowing bidders to submit embodied emissions information and enabling agencies to award additional points to bids with lower carbon impact materials.

Directs the Committee to consider incorporating preferences for American-made materials and to solicit public comment during preference development.

Mandates the Office incorporate clean construction preferences into bid documents, contracts, and plan documents by July 1, 2025.

Requires the Committee to evaluate and update preferences annually based on new data and best practices, and to propose necessary statutory changes to allow clean construction preferences in contract awards.
