Require candidates for school board election to request background checks under § 309 of Title 31 and provide proof of the request with their notice of candidacy filed by 4:30 p.m. on the first Friday in March.

Designate individuals who file a notice of candidacy as "provisional candidates" until the Commissioner of Elections determines their eligibility under § 209 and § 1052 of Title 14.

Require the Commissioner of Elections to make a formal determination that an individual is qualified under § 209 and § 1052 before they can be considered an official candidate for school board election.

Mandate that the Commissioner of Elections disclose the names of all provisional candidates to the public.
