Establishes phased targets for zero emission vehicles in Delaware's state fleet: 15% by 2026, 25% by 2029, 50% by 2032, and 100% by 2040 for passenger and light duty vehicles.

Requires the Office of Management and Budget to submit implementation reports beginning January 31, 2026, and every 3 years thereafter through 2040 regarding progress toward the zero emission vehicle goals.

Directs the Office of Management and Budget to submit a report by January 31, 2035, with recommendations for further reducing carbon emissions and environmental impact of the state fleet.

Exempts law enforcement and emergency vehicles, all vehicles owned by the Department of Education and school districts, and vehicles designated for take-home use prior to 2035 from the zero emission vehicle requirements.

Allows the Office of Management and Budget to grant exemptions when zero emission vehicles are unavailable or do not meet specific agency needs, and requires the state to exceed targets if technology improves faster than expected.
