Large health-care facilities (hospitals, freestanding emergency departments, and freestanding surgical centers) must provide uninsured patients with written notice about medical assistance eligibility and application processes at the time of service or within 5 days for emergency care patients

Each billing statement sent to uninsured patients must include information about medical assistance programs, including Medicaid, along with application instructions, contact information, and referrals to legal or consumer assistance agencies

Written notices must be provided in the patient's primary language and include a facility contact person who can assist with medical assistance applications

The Department of Health and Social Services is required to adopt regulations implementing these requirements, including specific guidance on notice content and language

The Act takes effect one year from enactment or when final regulations are adopted by the Secretary of Health and Social Services, whichever occurs first
