Amends Delaware Code Title 21, § 4134 to expand protections for stationary vehicles displaying warning signals beyond emergency vehicles.

Requires drivers approaching stationary vehicles giving warning signals to either change lanes (if on roadways with at least 4 lanes with 2+ lanes in same direction) or reduce speed to safe levels if lane change is impossible or unsafe.

Defines "stationary vehicle giving a warning signal" to include authorized emergency vehicles, Department of Transportation vehicles, tow trucks, public utility vehicles, and vehicles displaying hazard lights, road flares, traffic cones, caution signs, or other non-vehicular warning signs.

Applies the same traffic safety requirements that previously applied only to approaching emergency vehicles to a broader category of stationary vehicles at roadside.
