Residents of municipalities registered to vote for state elections are automatically registered to vote in municipal elections, eliminating the need for separate municipal voter registration for residents.

All municipalities must use the State's Voter Registration System as their source for resident voter lists and must enter into a written agreement with the Department of Elections specifying responsibilities for voter registration, record maintenance, and Election Day support.

Municipalities may impose a maximum durational residency requirement of 30 days; any requirement exceeding 30 days is deemed reduced to 30 days.

Municipalities that permit nonresident voting must maintain their own voter registration system for nonresidents and publish registration schedules with a deadline of no more than 30 days before municipal elections.

Voter identification at polling places may include state ID, uniformed service ID, employer/school photo ID, utility bills, bank statements, leases, and other commonly accepted proof of identity and address; personal recognition by a majority of Election Officers can also attest to identity and address.

The Act takes effect immediately and applies to municipal elections held on or after July 1, 2024.
