Reduces the minimum voting age for school board elections from 18 to 16 years old, allowing 16 and 17-year-olds to vote for board of education members.

Maintains the minimum voting age of 18 for all other public school elections, including referendums and other ballot measures.

Expands acceptable identification documents for 16 and 17-year-old voters to include driver education learner's permits, Level 1 learner's permits, and school transcripts with name, date of birth, and residential address.

Keeps existing identification requirements for voters 18 and older: Delaware driver's license, Delaware ID card, work ID card with photo and address, or U.S. postal material.

Takes effect on January 1 following enactment into law.
