Notes that over 700 anti-transgender bills were introduced nationally during 2021-2023, targeting education, health care, and identification documents

Recognizes the historical presence of Indigenous two-spirit and transgender individuals in Native American communities prior to the founding of the United States

Encourages Delaware residents to observe the day with appropriate ceremonies, programs, and activities while celebrating transgender accomplishments and leadership
