Condemns the People's Republic of China's practice of involuntary organ harvesting from prisoners of conscience, including Falun Gong practitioners, Tibetan Buddhists, House Church Christians, and Uyghur Muslims.

Calls on Delaware's medical community to educate residents about risks of traveling to China for organ transplants, citing evidence that China performs 60,000-90,000 transplants annually despite claiming only 10,000.

Urges the U.S. Congress and President to prohibit American medical and pharmaceutical companies from collaborating with Chinese entities involved in forced organ harvesting and ban entry to individuals who participated in such practices.

Requests prosecution authority for those involved in forced organ harvesting and notes support from the United Nations Committee Against Torture, European Parliament, Canadian Parliament, and major medical organizations.
