Recognizes May 2024 as the tenth anniversary of the Downtown Development Districts (DDD) Act, which facilitates private investment in designated business corridors and downtown areas.

The DDD program is administered by the Delaware State Housing Authority and provides rebates to investors making Qualified Real Property Investments including new construction, renovation, and adaptive reuse of buildings.

Twelve districts have been designated across the state: Clayton, Delaware City, Dover, Georgetown, Harrington, Laurel, Middletown, Milford, New Castle, Seaford, Smyrna, and Wilmington.

Since inception, the DDD program has paid out $35 million in rebates and attracted $527 million in private investment; in FY2023 alone, 63 projects received $10.9 million in state funds and leveraged $170 million in private investment.

The General Assembly recognizes the success and economic impact of the Downtown Development District Program on its tenth anniversary.
