Designates March 10, 2023, as "Harriet Tubman Day" in Delaware to recognize Harriet Tubman's lifetime achievements and historical legacy.

Acknowledges Harriet Tubman's birth into slavery in Dorchester County, Maryland in 1820 and her escape to freedom in Canada before settling in Philadelphia, Pennsylvania.

Notes that Harriet Tubman became a conductor on the Underground Railroad within one year of her escape and helped lead hundreds of enslaved people to freedom through Delaware, which was the last slave state on the Underground Railroad's northern path.

Honors Harriet Tubman's death on March 10, 1913, and commemorates her life of strength, selflessness, and service to help others experience freedom.

References the 1990 national declaration of March 10 as "Harriet Tubman Day" by the United States.
