Urges state, district, and community leaders to provide immediate support to Christina School District's Wilmington schools through the Wilmington Learning Collaborative and Office of Equity and Innovation.

Supports the Redding Consortium for Educational Equity's recommendation to plan for the eventual withdrawal of Christina School District from the City of Wilmington.

Acknowledges that the current four-district model dividing Wilmington among suburban districts has failed for over 25 years, resulting in racially identifiable, high-poverty, and high-need schools with persistent educational inequities.

Recognizes Christina School District's chronic challenges including educator shortages, low proficiency rates in reading and math, and its status as Delaware's only noncontiguous school district, serving both Wilmington and Newark students.

Directs the Redding Consortium to assess in-school and out-of-school factors affecting Wilmington students' educational outcomes to guide future redistricting plans based on data and current needs.
